Server Rules
Out-of-character community standards. Read before you play. IC crimes are handled by the Gotti Penal Code — these rules govern player conduct on the server, Discord, and forums.
1. Preamble
Gotti Roleplay is a serious, whitelisted FiveM community set in the State of San Andreas. We are not a casual free-roam server. Every player here has applied to join a persistent, story-driven world where the same characters age, accumulate history, and face real consequences. What happens in a scene matters. How you treat other players matters.
By connecting to Gotti Roleplay, you confirm that you have read and understood these rules in full, that you are 18 or older, and that you agree to hold yourself to their standard. Ignorance of a rule is not a defense. Disagreement with a ruling is not grounds for a scene disruption — it is grounds for a ticket.
These rules govern out-of-character (OOC) conduct only. IC crimes and their consequences are handled by the Gotti Penal Code, which is a separate document. Breaking a traffic law in-character results in IC charges. Disconnecting from the server to avoid those charges is an OOC rules violation. Know the difference.
2. Definitions

| FearRP | The requirement that your character values their life and acts accordingly when realistically threatened |
| NLR | New Life Rule — upon death, your character forgets the circumstances of and people involved in their death for a defined period |
| Combat Logging | Disconnecting from the server to avoid an active RP scene, a consequence, or a loss |
| FailRP | Roleplay that is unrealistic, immersion-breaking, or of a quality that degrades the experience for other players |
| Ruleplaying | Exploiting the literal wording of a rule to gain an advantage in a way that violates its spirit |
| Escalation | The IC buildup of events, threats, or conflict that justifies a use of force |
| NCZ | No Crime Zone — designated areas where criminal acts are prohibited regardless of IC situation |
| RWT | Real-World Trading — exchanging in-game assets, currency, or services for real money or external goods |
| Asset Dumping | Giving away the majority of a character's wealth or property to others because you are quitting or facing a permanent ban |
| Ban Evasion | Attempting to re-enter the server on a new account or new hardware after a ban |
| FRP / FearRP | Failure to value your character's life under credible threat |
| Init / Initiation | The act of establishing IC conflict or making demands that justify a subsequent use of force |
| Consent RP | Extreme roleplay (torture, ERP, etc.) that requires explicit OOC agreement from all involved parties before beginning |
| Cop-Baiting | Engineering situations solely to provoke police interaction rather than engaging in genuine diverse roleplay |
| Bleedout / Downed | The state after being shot or severely injured but before formal death or medical treatment |
| NVL | No Value for Life — synonymous with FearRP failure; not taking your character's survival seriously |
| Stream Sniping | Watching a player's live stream to locate them in-game and use that information IC |
| Whitelist Tier-1 Job | Any government job that carries law enforcement, corrections, emergency medical, or judicial powers (LSPD, SASD, SAEMS, SADOC, DOJ) |
| Crash Protocol | The mandatory procedure for notifying involved parties and staff when you disconnect unintentionally during an active scene |
3. Community Rules
Rule 3.1 — Minimum Age
Rule: You must be 18 or older to participate in Gotti Roleplay.
Why it exists: Our server contains mature themes including organized crime, violence, and adult roleplay. We have a legal and moral obligation to maintain an adult space.
Examples of violations: Admitting to being under 18 in any channel; behavior suggesting immaturity that, combined with other evidence, supports an age concern.
Punishment range: Immediate removal; no appeal until age is provably met.
Rule 3.2 — One Account Per Person
Rule: You may only play on one Gotti account. You are responsible for every action taken on your account, from your IP and hardware, regardless of who was physically at the keyboard.
Why it exists: Account sharing enables ban evasion, metagaming between characters, and accountability gaps that undermine the community.
Examples of violations: Letting a friend use your account while you're away; using a sibling's account because yours was banned; creating a secondary account.
Punishment range: Warning for isolated sharing suspicion → temporary ban → permanent ban for evasion.
Note on shared networks: If you and another person share a home network or PC and are both legitimate players, open a staff ticket proactively to document this. We work with families. We do not work with liars.
Rule 3.3 — OOC Respect, Toxicity, and Hate Speech
Rule: You must treat other community members with basic human dignity in all OOC spaces — Discord, staff tickets, the forums, and out-of-character in-game channels. Hate speech based on race, ethnicity, gender, sexuality, religion, or disability is zero-tolerance in all OOC contexts.
Why it exists: People of all backgrounds play here. A slur in Discord or a harassment campaign against a player is real harm regardless of what server rule section it falls under.
Examples of violations: Racial slurs in Discord; sending threatening messages to a player after losing a scene; coordinating a harassment campaign against a staff member; targeted mockery of a player's real-life characteristics.
Note on IC language: Offensive language within a roleplay scene (a character using period-appropriate insults, portraying a villain, etc.) is evaluated on a case-by-case basis. However, if another player makes an OOC request to stop specific language and you continue, it becomes an OOC violation. When in doubt, use /b to confirm comfort.
Punishment range: Single severe incident of hate speech → immediate indefinite ban with no standard aging-out of the offense. Harassment campaigns → permanent ban.
Rule 3.4 — Doxxing, Threats, and Cybercrime
Rule: Sharing any player's real personal information (home address, employer, legal name, social media not willingly shared), issuing real-world threats, or engaging in any form of cyberattack against any player, staff member, or Gotti infrastructure is an absolute ban-class offense.
Why it exists: People have been seriously harmed by RP-community doxxing. We have zero tolerance.
Examples of violations: Posting a player's address after losing a scene; threatening to "find" someone; DDoS or DoS attempts against the server.
Punishment range: Immediate permanent ban; referred to appropriate authorities if criminal conduct is evident.
Rule 3.5 — Staff Authority and Appeals
Rule: Staff decisions during active scenes are final in the moment. Do not argue with a staff member mid-scene. If you believe a decision was wrong, file a ticket or post a forum appeal after the fact. Staff are not infallible — appeals exist precisely because of that.
Why it exists: Allowing players to debate rulings mid-scene destroys immersion for everyone else involved and creates chaos. The appeals system is the appropriate venue.
Examples of violations: Continuing to argue a ruling for 10 minutes in a staff sit; recruiting friends to gang up in the OOC channel; retaliating against a staff member who issued a punishment.
Punishment range: Warning for minor disruption → temporary ban for repeated escalation → permanent ban for threats or harassment of staff.
Rule 3.6 — No Server Advertising
Rule: Do not advertise other FiveM or GTA RP communities on any Gotti platform, including Discord, the forums, or in-game. You may mention other servers exist in casual OOC context but may not promote them.
Why it exists: Our platforms are not a billboard for our competition.
Punishment range: Warning → kick from Discord → ban from platforms.
Rule 3.7 — Account Responsibility for Purchases
Rule: All payments made to Gotti for donor perks, cosmetics, or whitelist access are final. Chargebacks processed through your bank or payment provider will result in the immediate removal of all associated assets and a permanent ban from the community.
Why it exists: Chargebacks constitute fraud against the server's operating costs.
Punishment range: Permanent ban. Appeal may be considered only if the chargeback is reversed and funds are restored.
Rule 3.8 — Reporting Serious Violations
Rule: If you witness cheating, ban evasion, doxxing, coordinated harassment, or someone sharing cheat software in the community, you are expected to report it through a staff ticket or the designated report channel. Staying silent to protect a friend is complicity.
Why it exists: Community integrity depends on players holding each other accountable.
Punishment range: Failure to report — documented for pattern review; active assistance in concealing — punished alongside the violating party.
4. Roleplay & Combat Rules
Rule 4.1 — Escalation and RDM
Rule: You may not attack, shoot, or kill another player without a clear and demonstrable chain of IC events that reasonably justifies that level of force. Violence must be a consequence of roleplay — not the beginning of it.
Why it exists: Unprovoked attacks are the single largest destroyer of roleplay immersion in serious RP. Every kill should have a story behind it that a neutral observer could understand.
What qualifies as valid escalation:
- Direct threats made against your character or close allies
- Prior conflict, property damage, or robbery in the same IC arc
- Protecting a member of your active criminal organization during a confirmed faction war on contested or enemy territory
- Refusing to comply with armed demands during a robbery (you may use force if someone actively resists, not preemptively)
- A chase during which the fleeing party uses their vehicle to endanger your life
What does not qualify:
- Someone looked at you
- You were insulted verbally with no physical threat
- You lost an IC argument
- They killed someone in your organization two weeks ago in a separate scene (NLR applies)
- You want their car
Escalation must be proportional. A verbal argument does not justify immediate gunfire. An insult justifies an insult or a shove — not an execution. A shove may justify a fistfight. A fistfight that escalates to weapons drawn may justify drawing your own weapon. Staff will evaluate the chain of events, not just the final act.
Group conflicts: During an active, staff-documented faction war, you may engage confirmed war participants on contested or enemy turf without individual scene escalation, provided the war is currently in effect and the target is a confirmed participant. You may not use a "faction war" label to grief unrelated players.
Broken VOIP: If your voice communication fails, you must use text demands before using force. "Fix VOIP or type demands" — staff will check.
Punishment range: First isolated RDM → admin jail + warning. Clear pattern → 3–7 day ban. Severe/mass RDM → indefinite ban.
Rule 4.2 — Vehicle Deathmatch (VDM)
Rule: You may not use your vehicle as a primary weapon to injure or kill other players without a clear and realistic IC justification that would make a neutral observer understand the decision.
Why it exists: High-speed vehicle ramming is cheap, often unavoidable, and is the second most common immersion-destroyer after RDM.
What is VDM:
- Deliberately ramming another player's vehicle to flip or destroy it mid-scene without active combat context
- Using your vehicle as a battering ram to execute a stationary or fleeing player
- High-speed head-on collisions as a tactic in a chase to force a crash kill
- Repeatedly running over the same downed player
What is not VDM:
- Nudging a vehicle out of the way of a crash scene with reasonable low-speed contact
- Using a vehicle as a weapon as a last resort when you are being shot at and have no other escape
- Blocking a road during a vehicle chase (you may not ram; you may block)
- Ramming as a PIT maneuver during an authorized police pursuit (LEO policy governs this separately)
Punishment range: Same as RDM. Repeated VDM → suspension → indefinite.
Rule 4.3 — FearRP (Valuing Your Life)
Rule: Your character has one life. They do not have a death wish. When a credible, imminent threat is presented — a firearm pointed at your head, multiple armed individuals surrounding you, an explicit verbal demand with a visible weapon — your character must respond with realistic fear.
Realistic fear means: complying with demands, attempting to negotiate, looking for a realistic escape, or attempting to flee if a genuine opportunity exists.
Realistic fear does NOT mean:
- Bolting on foot the moment a gun is pointed at you at close range with no cover
- Reaching for your own weapon when you're already at gunpoint without cover
- Driving directly into an active shootout repeatedly with no intent to flee or take cover
- Ignoring demands entirely and performing unrelated actions
Realistic exceptions (you may resist):
- You were already armed and your weapon was already out before the threat was presented
- You are in a vehicle and can realistically drive away without passing through the threat
- The attacker is physically blocked from reaching you and their weapon cannot realistically be discharged in your direction
- You are outnumbered but your faction war is currently active and confirmed (no FearRP exception for random 3v1 street crime)
A gun pointed at you by someone typing: You remain under FearRP while they type. The threat does not evaporate because they lowered their weapon to use a keyboard.
Punishment range: Admin jail → warning → repeat = 1–7 day ban.
Rule 4.4 — New Life Rule (NLR)
Rule: When your character dies — fully, not merely entering a downed state — you enter a New Life. For 25 minutes after your death, your character does not remember the events that led to their death, the people involved, or the location it occurred. You may not return to the general area of your death for 25 minutes.
What your character forgets:
- Who killed them and why
- The details of the scene: the robbery, the shootout, the crash
- Conversations leading up to the conflict
What your character remembers:
- Broader long-term relationships (friends, faction membership)
- General life history not connected to the death event
- Any IC information established well before the scene
Government exceptions: An on-duty peace officer, medic, or corrections officer who dies may return to their faction headquarters for unrelated duties after 10 minutes. They may NOT return to the death scene or the ongoing incident.
You may not:
- Return to the death area within 25 minutes under any pretext
- Use death knowledge to inform your character's immediate next actions
- Coordinate revenge through a third party who you've meta'd about the death
Punishment range: Warning → admin jail → 1–5 day ban for repeat NLR abuse.
Rule 4.5 — Combat Logging and Crash Protocol
Rule: Disconnecting from an active RP scene — whether in a robbery, a police chase, a DOC booking, or mid-bleedout — to avoid consequences is a combat log. It is one of the most disrespectful things you can do to other players.
Crash vs. choice: We understand genuine crashes happen. The difference is in what you do next.
Crash Protocol (mandatory):
- Reconnect as fast as reasonably possible.
- Post in the
#crash-reportsDiscord channel within 5 minutes of disconnecting: your name, the situation, who was involved if known. - DM any involved players directly if you can reach them.
- Return to the scene or contact involved parties on reconnect to restore opportunities as they existed before the crash.
Police situations on crash: If you disconnect during an active arrest and cannot reconnect promptly, staff may process IC consequences (charges, booking) based on the situation at the time of disconnect.
Pre-scene logout: If you are being actively chased or are in an unresolved scene, you must wait 15 minutes from the last confirmed hostile contact before logging out, unless staff explicitly clear you or your location is unknown to all involved parties.
Punishment range: First verified combat log → admin jail + warning. Pattern → 3–14 day ban. Systematic logging → indefinite ban.
Rule 4.6 — Metagaming
Rule: You may only use information that your character has legitimately acquired IC to inform your character's IC decisions. Information received through Discord, streaming, player-name floating tags, or knowledge from your other characters is out of bounds.
Common violations:
- Calling for backup in a Discord voice channel during a scene ("They're at the gas station on Strawberry, come now")
- Identifying another player by their floating nametag or server ID when your character would have no way to know them
- Watching a player's public stream to track their location
- Using your alt character's knowledge in your main character ("my cousin told me")
- Acting on real-world voice or speech patterns to identify someone's character when IC knowledge doesn't support it
You may NOT:
- Call for gang or police backup through any OOC channel during an active scene
- Use IC social media (Gotti Feed) to post real-time location data during an active crime or chase
- Let your characters share knowledge that they have not physically exchanged IC
You MAY:
- Use IC radio and IC phone to communicate during scenes
- Use the
/bchannel in-scene for quick OOC clarifications that do not affect the scene outcome - Watch recordings of past scenes for IC footage if your character was present
Punishment range: Clear metagaming → admin jail → 1–7 day ban. Coordinated meta ring → indefinite ban.
Rule 4.7 — Powergaming
Rule: You may not force outcomes on other players without giving them a realistic opportunity to respond. You may not claim abilities, actions, or results that exceed what your character could realistically do.
Examples of powergaming:
- Writing a
/methat completes multiple simultaneous physical actions without allowing the other party to react ("grabs the phone, punches him in the face, takes his wallet, and pushes him to the ground") - Claiming you broke out of zip ties bare-handed without any tools or RP support
- Using a script forcibly (frisk, cuff, search) without establishing RP first or allowing 30 seconds for a response from an unresponsive player
- Claiming a camera was rolling or evidence was created without physically roleplaying the camera's presence
- Declaring your character's strength, wealth, or connections as an absolute fact that other players must accept without any IC basis
The 30-second rule: Before using any forced RP script (handcuffs, frisk, drag), attempt RP first. If the player is unresponsive for 30 seconds, you may proceed with the script.
Punishment range: Warning → admin jail → ban for repeat offense.
Rule 4.8 — FailRP and Non-RP Behavior
Rule: Your roleplay must meet a realistic quality standard. Actions that would be absurd in the setting, that deliberately break immersion, or that use game mechanics in ways they were never intended to function are FailRP.
Clear examples of FailRP:
- Performing wheelies or bicycle tricks to outrun police during a chase
- Asking to be killed or forcing your own death outside of a genuine bleedout situation
- Driving through mountains or across terrain that no vehicle could traverse without off-road RP justification
- Blocking the entrance to a bank, police station, or business with your car to prevent player access
- Using your job vehicle (police cruiser, ambulance, garbage truck) for personal tasks while off-duty
- Ignoring a
/meaction from another player as if it did not happen - Swimming long distances through the ocean to evade a chase
- Performing actions through a menu that your character has no IC ability or proximity to perform
Punishment range: Warning → admin jail → escalating ban for repeated dismissal of quality standards.
Rule 4.9 — Ruleplaying
Rule: You may not interpret these rules in bad faith to engineer tactical advantages in a scene. If you are using a rule as a tool rather than a standard, you are ruleplaying.
Why it exists: Smart players can find technical loopholes in any written ruleset. We prefer players who read the intent.
Examples of ruleplaying:
- Deliberately slowing your vehicle to below a speed where demands could have been issued, then claiming no valid initiation existed
- Taunting another player from inside a No Crime Zone, knowing they cannot retaliate
- Handcuffing a player with hidden backup already surrounding the area, effectively baiting them into compliance and then immediately using force as if they "resisted"
- Citing a specific rule wording to a staff member mid-scene as justification for your character's action
Punishment range: Case-by-case staff review → warning → admin jail → escalating ban.
5. Crime, Hostages & Scene Limits
Rule 5.1 — Realistic Robbery and Criminal Motive
Rule: All criminal activity must have a realistic IC motive. Robbing someone requires a reason your character would plausibly have. Random street violence requires an IC foundation.
What constitutes valid robbery motive: prior conflict with the target, financial desperation established IC, an organized criminal operation with documented turf or business interest, opportunistic robbery when the risk-reward makes IC sense.
What does not constitute valid motive: they were nearby; you wanted money; you were bored.
Robberies must have a reasonable risk/reward dynamic. A solo player walking out of a clothing store has almost no incentive to risk the attention of law enforcement. A known criminal associate leaving a drug stash house has more logical appeal to organized criminals.
Punishment range: Unmotivated robbery → admin jail + warning → ban.
Rule 5.2 — New Player Protection
Rule: Players who have joined the server within their first three hours of in-game time carry a protected status. You may not rob, attack, or otherwise victimize them unless they voluntarily engage in criminal activity first (joining a gang activity, pulling a weapon, participating in a robbery).
Why it exists: New players are still learning the systems. Destroying their first experience with an immediate robbery teaches them nothing about the server's quality.
Exceptions: New players are not immune to IC law enforcement consequences. A new player who commits a crime may be arrested normally.
Punishment range: Targeting new players → admin jail → ban.
Rule 5.3 — Hostage and Kidnapping Standards
Rule: Taking another player as a hostage or kidnapping them falls under two tiers depending on context.
Tier 1 — Escalation-based hostage: If a robbery or criminal conflict organically escalates to one party being held against their will, no OOC consent is required. The situation must have a clear IC foundation.
Tier 2 — Consent-required kidnapping: If the purpose is pure RP experience without organic escalation (a criminal wanting to conduct a drug-trade negotiation using someone as leverage, for example), OOC consent from the kidnapped player must be obtained via /b before the scene begins.
All hostage scenes:
- Once police involvement begins, the participating parties may not take a new hostage from the same scene for 48 in-game hours (reset by the server weekly timer)
- Harm or killing a hostage still follows all RDM rules — escalation must justify it
- Scenes extending beyond 3 real-world hours require OOC confirmation from the hostage player that they consent to continue
- Demands must be realistic: safe passage, a moderate ransom, vehicle access. Demanding a helicopter, weapons, or $1 million as standard negotiating theater is considered non-RP
Punishment range: Non-consensual abduction without escalation → admin jail + warning → ban.
Rule 5.4 — No Terrorism and No City-Scale Grief
Rule: Terrorist organizations, ideologically motivated mass-casualty attacks, attacks on government infrastructure with the stated goal of collapse, and any content designed to simulate real-world political terrorism are prohibited on Gotti Roleplay.
Why it exists: These scenarios produce no positive RP value for the players targeted. They exist only to cause chaos and grief, not story.
What this rule covers:
- Claiming membership in a real or fictional terrorist organization
- Coordinating attacks on hospitals, courts, or police stations with the explicit goal of destroying those institutions' ability to function
- Mass random killing of civilian players framed as an ideological act
- Sustained campaigns of grief against the server's player base
What this rule does NOT cover:
- Organized crime RP (gangs, cartels, mafia — these are fine)
- Criminal attacks on businesses, banks, or rival factions
- IC political conflict and corruption (within the limits of corruption rules)
- One-off crime scenes at government facilities with a genuine IC story
Punishment range: Terrorism RP → immediate indefinite ban.
Rule 5.5 — Cop-Bait Lifestyle
Rule: Your character must engage in a variety of roleplay. Making police interaction the exclusive and repetitive goal of your session — driving in circles baiting traffic stops, committing minor offenses solely to trigger a chase, or designing every session around provoking LEO contact — is prohibited as a primary lifestyle.
Why it exists: Officers are players too. Treating them as NPC content generators degrades their experience and deprofessionalizes the whole law enforcement ecosystem.
What is not cop-baiting: Committing crimes, evading police when your criminal operations require it, and organically generating police interaction as part of a criminal storyline.
What is cop-baiting: Logging in, driving to the police station, doing donuts until you get a chase, and repeating this for three hours as your whole session.
Punishment range: Staff coaching on first occurrence → ban for continued pattern.
Rule 5.6 — Group Size Limits
Rule: The following group size caps apply for criminal operations:

These caps apply to active, coordinated participants. Bystanders who are not coordinating are not counted. If you are uncertain whether your operation requires notification, open a staff ticket before starting.
Punishment range: First offense → warning + scene void. Repeat → 1–7 day ban.
Rule 5.7 — No Crime Zones (NCZs)
Rule: The following areas are designated No Crime Zones. You may not commit any criminal act within their defined boundaries. You may lie, deceive, or conduct IC conversations in NCZs — you may not commit violence, theft, or other crimes.
Gotti NCZ List (v1.0 — subject to expansion):
- Pillbox Hill Medical Center — interior and marked exterior zone
- Paleto Bay Medical Center — interior
- All active court facilities while a proceeding is in session
- LSPD Mission Row Station — public lobby only
- SASD Paleto Station — public lobby only
- All active SADOC intake areas and processing corridors
- Sandy Shores Airfield — civilian operations zone
- Character creation / spawn area
NCZ rules:
- If your target enters an NCZ to escape you, wait outside. You may not use their NCZ entry to conduct further aggression immediately upon their exit.
- You may not store illegal items in vehicles parked inside NCZs to shield them from legal search.
- If you committed a crime within the last 15 minutes, you may not enter an NCZ to escape consequences unless you are surrendering to law enforcement.
Punishment range: Crime in NCZ → admin jail → escalating ban.
Rule 5.8 — Robbery Victim Limits
Rule: The same player may not be robbed by the same individual or group more than once per 2-hour window. Chasing a specific player across the server to repeatedly victimize them is harassment, not roleplay.
Punishment range: Warning → admin jail → ban for targeted harassment patterns.
6. Economy & Assets
Rule 6.1 — No Real-World Trading (RWT)
Rule: You may not sell, buy, or trade any in-game asset, currency, character, or account for real-world money, cryptocurrency, gift cards, services, or any external goods. This includes Discord Nitro, Steam games, or any other non-Gotti form of compensation.
Why it exists: RWT devalues the legitimate economy, undermines the integrity of every player's grind, and creates legal liability risks for the community.
Examples of violations: Selling $500,000 of in-game cash for $20 PayPal; offering to play your character for someone in exchange for Steam credit; advertising an in-game business for IRL money.
Punishment range: Immediate indefinite ban. All in-game assets wiped. Appeal may be considered after extended period with no refund of any game value.
Rule 6.2 — No Asset Dumping
Rule: If you are quitting the server, taking an extended break, or facing a ban, you may not give away the majority of your character's liquid wealth, property, or vehicles to other players.
Why it exists: Asset dumping is a form of wealth laundering. It circumvents ban consequences and unfairly transfers banned players' assets to their friends.
What you CAN do: Run a normal IC raffle or giveaway of a modest portion of your wealth as a genuine RP activity. Spend your money IC on businesses, property, vehicles. Donate to a faction treasury with a reasonable IC justification.
What you CANNOT do: Transfer 80% of your bank balance to a friend because you're leaving. Give your three businesses to your crew the day before a ban takes effect.
Punishment range: Rollback of assets. Recipient may also be penalized. Deliberate pre-ban dump → extended ban.
Rule 6.3 — Multi-Character Asset Transfers
Rule: You may not transfer assets, vehicles, property, or money between your own characters. Each character exists as a financially independent person. You may not use a secondary character as a bank or a mule.
Exceptions (ticket required): Staff may approve very limited asset transfers between characters in highly specific circumstances. Open a ticket and present the IC justification. Staff have discretion to approve or deny. Decisions are final.
Punishment range: Asset rollback → temporary ban → ban for systematic abuse.
Rule 6.4 — Bug Exploits and Responsible Reporting
Rule: If you discover a bug, duplication glitch, money exploit, or any unintended mechanical advantage, you must stop using it and report it immediately through a staff ticket.
Why it exists: Exploits break the economy for every other player. A player who finds a duplication bug and uses it 500 times before anyone notices has stolen from the server's entire player base.
Reporting process: Open a staff ticket with a description of the bug, steps to reproduce it, and how many times (if any) you used it before realizing. Honest reporting is treated charitably.
Punishment range: Unreported abuse → full asset wipe + indefinite ban. Reported honestly before staff discovery → no punishment; may receive a reward.
7. Government Jobs & Duty
Rule 7.1 — On-Duty Requirements
Rule: Government powers are on-duty powers. You may only access the MDC, unit GPS tracking, government armory, government radio frequencies, and emergency vehicle fleet when you are actively clocked in to your government role.
Why it exists: These tools exist to serve the public in an IC capacity. Using them for personal benefit while off-duty is corruption, full stop.
Examples of violations: Checking the MDC for someone's warrant information while off-duty because you're curious; tracking a friend's EMS unit via GPS for personal reasons; accessing the police armory in civilian clothes.
Punishment range: Warning → ban from government role → server ban for repeated or serious misuse.
Rule 7.2 — Crime-to-Duty Cooldown
Rule: If your character commits any criminal offense — robbery, drug dealing, evasion, assault, or any other crime — you may not clock into a Tier-1 government job (LSPD, SASD, SAEMS, SADOC, DOJ) for 45 minutes from the time of the last criminal act.
Why it exists: The "rob a player, then clock into PD five minutes later" exploit is one of the most immersion-breaking behaviors possible on a serious RP server.
How it is enforced: The Gotti system tracks duty toggles and may flag rapid transitions. Staff conduct investigations. Your logs do not lie.
Punishment range: Confirmed flip → immediate suspension of government role → ban from government roles → server ban for systematic abuse.
Rule 7.3 — One Primary Tier-1 Legal Job Per Character
Rule: Each character may hold only one primary Tier-1 government job at a time. A Tier-1 job is any role with law enforcement, emergency medical, corrections, or judicial authority.
Tier-1 jobs: LSPD officer, SASD deputy, SAEMS paramedic, SADOC corrections officer, DOJ attorney or judge.
You may hold one Tier-1 job and one non-government civilian job simultaneously, as long as neither interferes with the other's duties.
Why it exists: An LSPD officer who is also a SADOC corrections officer can abuse both systems. Government power is intentionally compartmentalized.
Punishment range: Discovery of dual Tier-1 employment → removal from one or both roles → ban from government track.
Rule 7.4 — Government Corruption
Rule: By default, corrupt roleplay for government characters is prohibited without prior staff authorization. A corrupt LEO, a bribed DOC officer, a bought judge — these are powerful story arcs that require oversight.
The default is clean: Unless you have opened a staff ticket, received written approval, and had the scope and limits of your corruption arc defined, your government character follows the law and their department's policy.
Why it exists: Unregulated corruption destroys the government faction from the inside, undermines every legitimate officer's work, and creates unfair power imbalances for criminal players.
Requesting an arc: Open a ticket. Describe the arc, its IC justification, its narrative scope, and its planned conclusion. Staff will evaluate and may grant approval with conditions.
Punishment range: Unauthorized corrupt roleplay → immediate removal from government role → server ban.
Rule 7.5 — Off-Duty Conduct
Rule: When you are not actively working your government role, you are a civilian. You may carry a personal firearm if licensed. You may not make arrests, conduct traffic stops, access government systems, or conduct any law enforcement activity outside of a legitimate citizen's arrest as defined by IC law.
An off-duty LSPD officer who witnesses a murder may call 911 like any citizen. They may not pull out a badge and conduct a formal arrest procedure.
Punishment range: Warning → government role suspension → escalating ban.
Rule 7.6 — Impersonating Law Enforcement (OOC)
Rule: You may not OOC-plan or IC-perform fake police as a joke, as a meta advantage, or without a serious, documentable IC setup that staff would accept. Holding yourself out as LSPD/SASD/DOC (uniform, lights, “stop, police,” fake badges, fake MDC) when you are not a hired on-duty member of that job is prohibited unless:
- It is part of a staff-approved long-form story arc, or
- There are enough real on-duty LEO online that the scene can be responded to fairly (minimum 3 on-duty LEO), and you accept that you will be charged IC under SA-GOV-02 Impersonating a Peace Officer (and related charges) if caught.
You may never collect “fines,” seize property, open property lockers, or use government tools (MDC, unit GPS, armory) while impersonating LEO.
Why it exists: Fake-cop RP destroys trust and enables theft of RP agency from real government players. IC law already criminalizes it; this OOC rule stops “it was just a bit” excuses.
Punishment range: Warning + forced IC charge → government blacklist → 3–14 day ban → permanent for repeat or for using impersonation to steal assets.
8. Prison & Major Scenes
Rule 8.1 — Respect the Physical Booking Process
Rule: In Gotti Roleplay, sentences are not issued remotely. There is no command that teleports you to prison. Booking is a physical process: transport to a facility, intake, jumpsuit, cell assignment, and then your sentence timer begins.
As a player being booked, you must cooperate with this physical process. You may roleplay resistance within the scene, but you may not use OOC complaints, combat logging, or metagaming to avoid the process itself.
Punishment range: Refusal to cooperate with booking → admin jail for remaining sentence + warning → escalating ban.
Rule 8.2 — No Combat Logging Your Sentence
Rule: You may not disconnect during an active DOC sentence to avoid serving it. If you must log off during a sentence, post in #crash-reports immediately. When you return, your remaining sentence time applies from the moment of reconnect.
Punishment range: First disconnect → sentence resumes + warning. Repeated → banned from reconnecting without staff supervision.
Rule 8.3 — Prison Breaks
Rule: Attempting to break a player out of SADOC or facilitating an escape from lawful custody is only permitted with prior staff approval.
Process:
- Open a staff ticket before any planning or action begins.
- Describe the plan, the IC justification, and all participants.
- Staff will evaluate and assign an observer if approved.
- The break may only be attempted for significant sentences (minor misdemeanor holds are not break-worthy).
- A prison break attempt may only occur once per OOC calendar week per organized group.
Unauthorized attempts are voided and penalized. The scene will be rolled back, participants will receive warnings, and repeat attempts without approval result in bans.
Punishment range: Unauthorized break attempt → full void + admin jail for instigators → escalating ban.
Rule 8.4 — Realistic Contraband Smuggling
Rule: Smuggling items into a correctional facility during an IC scenario (visiting a player, during a legitimate break attempt) must be realistic in scope and method. You must give correctional officers a genuine opportunity to conduct a search RP.
Realistic: Small concealable items on your person, exchanged during a contact visit with subtle /me actions.
Not realistic: Claiming you smuggled a rifle in your underwear; refusing to engage search RP at all; using OOC mechanics to bypass the search process entirely.
Punishment range: Powergaming during smuggling → scene void + warning.
Rule 8.5 — Conduct Inside SADOC
Rule: All server rules apply inside correctional facilities. Additionally:
- You may not attack guards without meaningful IC escalation. Boredom is not escalation.
- You may not begin a conflict near the end of your sentence and then claim you weren't responsible for extending it.
- You may not provoke guards to manufacture combat rights.
- Do not race vehicles around the DOC complex without RP justification.
Punishment range: Same as standard combat rules. DOC scenes receive extra staff attention.
9. Communication
Rule 9.1 — IC vs OOC Channels
Rule: Always know what channel you are in. The following are IC channels: VOIP, /me, /do, /phone, /radio, /twt (Gotti Feed). The following are OOC channels: /b, ((brackets in IC chat)), Discord OOC channels.
You may use OOC communication in an IC channel only briefly and only when necessary for player safety or rule clarification. Example: ((hey sorry quick OOC — can I rob you or do you want to set a scene?)). Keep OOC intrusions brief and rare.
Language rule: All IC VOIP, IC text, and IC radio must be in English. If your character speaks another language as flavor, use brackets: [Spanish]: text here. Non-English streams of dialogue in VOIP are not permitted and cannot be enforced or monitored by staff.
Lol / emojis / text slang in IC channels are FailRP unless used on an IC phone in a messaging context as genuine character flavor.
Punishment range: Repeated OOC flooding of IC channels → warning → kick → ban.
Rule 9.2 — Footage and IC Evidence
Rule: For IC footage (bodycam, a phone recording, a business CCTV recording) to be considered legitimate IC evidence, your character must have physically roleplayed the act of recording. A /record command or a /me places phone on the counter filming before the scene begins.
If there is a genuine dispute about whether footage is valid IC evidence, a /do resolves it: Is there anything showing this was recorded? → respond honestly.
If both parties claim conflicting things, staff may rule footage as corrupted or unverifiable. Do not attempt to fabricate IC evidence through OOC screenshots of scenes you were not present for.
Punishment range: Fabricated IC evidence → scene void + warning → ban.
Rule 9.3 — Gotti Feed (IC Social Media)
Rule: Gotti Feed (our IC social media platform) is subject to all server rules. You may not post real-time location data during an active crime scene. You may not coordinate backup through Gotti Feed during an active hostage or chase. You may not post images of people or vehicles in a way that constitutes metagaming.
Photos posted to Gotti Feed must represent things your character genuinely witnessed IC. No IRL celebrity photos presented as your character's face. No vehicles or weapons that do not exist on the server.
Punishment range: Metagaming via Gotti Feed → same as metagaming rule.
Rule 9.4 — OOC Use During a Scene
Rule: Do not call out rule violations mid-scene in a way that disrupts it. If you believe a rule has been broken, note the approximate time and take it to a staff ticket after the scene concludes. Stopping a robbery scene to type "this is RDM I'm making a report" in /b harms everyone else in that scene.
Exception: Immediate safety concerns (crash, technical issue, real-world emergency) justify a brief OOC pause via /b.
Punishment range: Repeated mid-scene rule citing to win arguments → ruleplaying punishment.
10. Technical Integrity
Rule 10.1 — No Cheats, Trainers, or Unfair Modifications
Rule: No cheat software, trainer menu, mod menu, aimbot, no-recoil macro, speed hack, god mode, or any other tool that provides an advantage unavailable to a standard client may be used on Gotti Roleplay. Period.
Punishment range: Immediate permanent ban. No standard appeal process. Detected once = done.
Rule 10.2 — No Unfair Game File Modifications
Rule: You may not modify local game files to gain a competitive advantage. This includes but is not limited to: removing vegetation to improve visibility during shootouts, editing vehicle handling files to improve performance, using giant weapon models that are easier to aim, or modifying draw distances to track players beyond normal range.
Allowed modifications: Visual enhancement packs (ENBs, texture packs, FiveM-approved graphic overhauls) that do not alter gameplay mechanics, vehicle performance, or visibility in a way that gives you an advantage over standard clients.
If uncertain: Ask in a staff ticket before installing anything. We would rather give you a quick "yes" or "no" than ban you for something you didn't know was restricted.
Punishment range: First offense with cooperation → warning + removal of files. Clear intentional advantage mods → ban.
Rule 10.3 — Anti-Cheat Acceptance
Rule: By playing on Gotti Roleplay, you consent to the server's anti-cheat system monitoring game-related client behavior. Anti-cheat monitoring is limited to game activity and does not extend to your personal files, communications, or non-game activity.
False positives happen. If you believe you received an anti-cheat ban in error, file an appeal immediately. Do not reconnect on a different account — that is ban evasion and converts a potentially reversible situation into a permanent one.
Punishment range: Anti-cheat ban → appeal process available. Reconnecting while banned → permanent.
Rule 10.4 — No AFK Farming or Macros
Rule: You may not use rubber bands, keyboard macros, scripts, or any automated input to remain in a job or activity while AFK to farm salary or resources. Being present at your keyboard and actively engaged is required.
Text-based macros for non-combat RP flavor (a few lines for /me checks the car's engine) are permitted as long as they do not interact with other players without your attention.
Punishment range: Detected AFK farming → session wipe of farmed resources + warning → ban.
Rule 10.5 — Bug and Exploit Reporting
Rule: Repeat of the economy rule for emphasis: report all exploits. Gotti's economy is balanced specifically for the size of our server. A money dupe bug that goes unreported for a week can take months to repair.
Reward: Staff may issue in-game rewards for clean, detailed exploit reports that result in a confirmed patch.
Punishment range: Abuse without reporting → wipe + ban.

Appeals Process
- All appeals are submitted through the Gotti Roleplay forum appeals section or the designated
#ban-appealsticket channel in Discord. - Your appeal must include: your character name, the date and nature of the punishment, your explanation, and any supporting evidence (clips, logs, screenshots).
- The staff member who issued the punishment will not solely adjudicate their own appeal — a second senior staff member reviews independently.
- Response time target: 72 hours. Actual time may vary with volume.
- If your appeal is denied, you may request one escalation review by a senior staff manager. This is final.
- Level-5 permanent bans (cheat, doxx, threats, pedophilia content) have no standard appeal window. A request may be submitted after 12 months, reviewed at staff discretion only.
Do not: Create new accounts while an appeal is pending. This converts your ban to a permanent classification.
12. Staff Appendix
Evidence Standards
Staff will not take action on reports without evidence. A single screenshot without context is not sufficient for an RDM report. A clip showing the full 90 seconds before and after the incident is. Timestamps, server logs, and multiple witnesses improve the strength of reports. Staff have access to server-side logs for economy, death, and position events, but are expected to review player-submitted clips for RP quality violations.
When Staff May Void a Scene
Staff may void an active or recently completed scene when: a clear and irreversible rule violation has occurred that materially harmed another player's experience and cannot be reasonably remedied within the scene. Voiding is a last resort. Staff prefer correcting forward (warning the violating player, allowing the scene to resume) over voiding completed RP that involved uninvolved good-faith players.
Staff Conflict of Interest
A staff member may not issue punishment in a case where they are a directly involved party. They must recuse and escalate to an uninvolved colleague. "Involved" includes: being in the scene at the time of the violation, being in the same faction as either party, or having an active OOC conflict with either party.
No Staff Abuse
Staff members are held to the same rules as all other players. A staff member who uses their tools to benefit themselves in-game, to punish players for personal reasons, or to access restricted information for personal advantage will be removed from the staff team and may be banned. Report suspected staff abuse through the senior staff ticket channel.
Discretion and Precedent
Not every situation fits cleanly into a written rule. Staff have discretion to address novel situations in the spirit of the rules. Decisions made in specific situations do not constitute binding precedent — they are context-specific judgments. If you believe a precedent should become policy, suggest it in the community feedback channel.
13. Whitelist Application Quiz

Question 1: Describe a situation where a fight escalates from a verbal argument to gunfire. At what point in that chain is the use of lethal force justified, and what would make it RDM?
Question 2: You're in the middle of a robbery when your internet drops out. Walk me through exactly what you do in the next 15 minutes to handle this correctly.
Question 3: Your friend messages you on Discord: "I'm being robbed at the gas station on the east side of the city, come help me." What's the problem with this, and what should they have done instead?
Question 4: You're playing your police character. You finish your shift and clock out. Walking to your car in the parking lot, you see someone being stabbed across the street. What can and can't you do as an off-duty officer?
Question 5: Someone pulls a gun on your character demanding your wallet. Give me two examples of a realistic response and one example of a FearRP violation.
Question 6: Your character dies in a shootout. Twenty minutes later, you want to go back to the area. Is that allowed, and what do you remember when you respawn?
Question 7: You discover that clicking a specific button sequence at the ATM allows you to withdraw money you don't have. What do you do, and what happens if you use it a few times before reporting it?
Question 8: What's the difference between playing a corrupt police officer as legitimate character development and playing a corrupt police officer in violation of our rules?
Question 9: You're playing your main character and your second character. Can you have them meet? Can they share money? What if you want your main character to give your alt character a vehicle?
Question 10: During a tense robbery scene, you believe the robber is breaking the FearRP rule on you — you think they shouldn't be doing what they're doing based on the rules. What do you do right now, and what do you do after the scene?

GOTTI ROLEPLAY — THINGS EVERY PLAYER MUST KNOW
- 18+, English IC, working microphone. These are not optional.
- Violence needs a story. No escalation = RDM. Staff will ask for your clip.
- Value your life. A gun at your head means you comply. Running anyway is FearRP.
- Death means 25 minutes (NLR). You forget how you died and who killed you. Stay away from the area.
- No Discord rescue calls. Do not call for backup through OOC channels mid-scene. That's metagaming.
- If your game crashes, post in #crash-reports within 5 minutes. Then reconnect and resume where you left off.
- Don't sell game assets for real money. RWT is a permanent ban, no exceptions.
- No fake police. Impersonating LEO without a staff-approved arc (or 3+ real on-duty LEO online) is bannable. IC charge: SA-GOV-02.
- One government job per character. And you cannot clock in for 45 minutes after committing a crime.
- NCZs are real. Hospitals, PD lobbies, and courts are safe from crime. Don't abuse them either.
- Found a bug? Report it. Exploiting it is a wipe and ban. Reporting it might earn a reward.
- Don't log out during scenes. If you crash, that's understandable. If you disconnect to avoid prison, it isn't.
- Prison booking is physical. Cell + jumpsuit + charges. No remote free-jail.
- Prison breaks need staff approval. Don't attempt one without a ticket and a green light.
- Your characters are strangers to each other. No sharing money, no sharing knowledge between alts.
- Staff decisions are final in-scene. File a ticket after. Don't argue mid-RP.
